Tips for Creating an Effective Digital Government Training Program

By November 25, 2019 No Comments

Organizations of all types and sizes typically require a training solution that provides employees with the resources and skills to effectively perform their tasks and duties. Government training programs, in particular, often focus on the typical workplace learning needs related to compliance, job skills and leadership training, security, and staying current with industry trends and needs. However, unlike your typical L&D program,  a government training platform usually needs to adhere to unique security requirements surrounding these organizations. If you’ve been tasked with creating a training program for your organization, you’re most likely beginning with these needs in mind. This article will focus on what you need to know to leverage your Learning Management System (LMS) if you’re facilitating Learning and Development for a government organization.

What’s the Focus?

Let’s begin by fleshing out more about each of these potential focuses.

Compliance

Government training programs often focus on a standardized curriculum that is completed by employees to ensure compliance to regulations, policies, and practices.  For example, your company may require that users complete training courses proving they understand Human Resources policies, are familiar with first aid training or security practices, or are practicing the principles that support a safe work environment and protect that government agency.  Along with being important to the operation of the agency, compliance training and tracking is extremely important to these agencies because employees who have not completed the required compliance training or have a lapse in compliance can open that agency up to potential legal action.

So how can you let your Learning Management System work for you to support these needs?  Open source options (like Moodle and Totara) offer powerful functionality that you can use to provide exceptional training on these topics and more.  A flexible solution will allow you to incorporate the right compliance content, reporting, and more to ensure training success.

Once your content is developed, your focus will move to tracking completion of courses, ensuring that employees who need training have met all requirements.  Your LMS should support the tracking of this data and offer robust reporting and integration options so that leadership can clearly document that employees are meeting expectations. This data can be shared with other systems of record where compliance is tracked.  Re-certification may be needed on a quarterly, bi-annual or annual basis which makes tracking completion even more crucial. Leveraging your LMS to meet these needs will greatly improve efficiency, ensure compliance of various standards, and save you time and money.

Job Skills

Effective job skills training starts with an evaluation of the experience level of each employee, what their unique background and needs are, and consideration of what their role in the organization will be.  Once you’ve evaluated these pieces you can begin to put together a unique training plan for each individual in the organization. This could be a predefined learning plan that is assigned based on job title, location, and/or other unique identifiers for that job or individual.

For example, previously created course content completed asynchronously may be enough to support one employee whereas another may require on-site “on the job” training or a customized selection of training that has been determined by a manager based on job performance.  Your training platform should be flexible and support many scenarios, allowing you to enroll a user into courses that will support them, track their progress, and retain completion data.

Again, the benefit of working with a more flexible LMS is that you can design course content to be adaptive to your learners’ prior experience and knowledge, creating unique learning paths that support a variety of users. Tools like the Lesson module, custom SCORM content, or h5p allow you to build unique learning opportunities into your site easily.

Leadership Skills

Unlike most learning management systems and training platforms, Moodle and Totara offer a chance to break away from the traditional computer-based training (CBT) modules and provide blended learning experiences that encourage more social interaction when acquiring new information and skills. The LMS can be used to create cohorts of leaders to share experiences and relevant subject matter. This helps foster a community of learning within an organization by allowing peers to connect and learn from (and with) top talent within your organization. The LMS can be a tool to aid these leadership groups in sharing experiences across departments and can be a valuable way for the agency to share information and give insight into the challenges that the organization is facing.

Security

Security is one of the top concerns for a government training program. Sensitive information needs to be protected as you bring in new team members or policies. Government entities need secure hosting in order to protect private data and ensure the confidentiality of all government files, records, and details.

Employees also play an important role within an organization toward safeguarding data and assets. Each person must employ proper security practices to ensure that all work-related information stays safe and secure. When each person makes a conscious and proactive effort to learn about security, they enhance the company’s ability to guard and protect the organization from vulnerabilities. Ensuring that your employees understand security requirements and work towards going beyond the minimum requirements is the responsibility of the organization and is worth investing in. Consider a security-specific training to ensure employees follow proper protocols to keep proprietary information safe.

Staying Current

Workplace learning is a priority for businesses of all sizes and across all industries, but staying ahead of changing trends and regulations, maintaining awareness of industry developments, and keeping up with technology all remain a focus for many government entities.  Using a platform that is modular, flexible, and easily scales innately will support these efforts and allow your learning ecosystem to adapt along with your organization’s needs.

Amplify your government training program with a learning ecosystem that not only adheres to the unique security requirements within your industry or specific departments, but provides sustainable and engaging professional education for each team member within your organization. Leveraging an open-source Learning Management System to allows you to deliver and support detailed and accurate reporting, personalized learning plans, and engaging course content in a robust and secure solution.
